Perbedaan Antara Peraturan Presiden No. 54 Tahun 2010 dengan Keputusan Presiden No. 80 Tahun 2003

Sosialisasi Peraturan Presiden No. 54 Tahun 2010 tentang Pengadaan Barang/Jasa Pemerintah telah dilaksanakan oleh Kementerian Perencanaan Pembangunan Nasional/Badan Perencanaan Pembangunan Nasional (Kementerian PPN/Bappenas). Sosialisasi ini diharapkan dapat memberikan pemahaman awal mengenai pemberlakuan Peraturan Presiden (Perpres) Nomor 54 Tahun 2010 tentang Pengadaan Barang/Jasa Pemerintah, serta memberikan pemahaman mengenai perbedaan antara Peraturan Presiden (Perpres) No. 54/2010 tersebut dengan Keputusan Presiden (Keppres) No. 80 Tahun 2003 tentang Pedoman Pelaksanaan Pengadaan Barang/Jasa Pemerintah.


Perpres No. 54/2010 tentang Pengadaan Barang/Jasa Pemerintah yang telah ditetapkan oleh Presiden pada tanggal 6 Agustus 2010 yang lalu, merupakan peraturan pengganti dari Keputusan Presiden (Keppres) Nomor 80 tahun 2003 tentang Pedoman Pelaksanaan Pengadaan Barang/Jasa Pemerintah.

Sebagaimana diketahui pelaksanaan pengadaan barang/jasa pemerintah yang berpedoman pada Keppres Nomor 80 Tahun 2003 selama ini mempunyai beberapa kelemahan antara lain munculnya berbagai interpretasi terhadap ketentuan-ketentuan dalam Keppres Nomor 80 Tahun 2003. Hal ini menimbulkan ketidakpastian dalam pelaksanaan Pengadaan Barang/Jasa Pemerintah yang merupakan bagian vital dalam proses realisasi anggaran dan pelaksanaan kegiatan di instansi pemerintah. Terlebih lagi, bagi pemerintah daerah selama ini merasa tidak memiliki panduan interpretasi yang baku atas isi Keppres Nomor 80 tahun 2003 dari pemerintah pusat, sehingga banyak pelaksanaan pengadaan barang/jasa pemerintah di daerah yang mengalami kerancuan dalam menentukan prosedur pengadaan barang/jasa pemerintah di daerah.

Dictionary .NET 3.0.3976


Dictionary .NET is a small program that uses Google's dictionary and translation services. It's not very intuitive, but once you get it figured out, it's a handy tool to have around.
The program's interface is mysterious, with an empty space where you're supposed to enter your search term, and a larger empty box where we figured the search results would appear. We tried searching for some words in English, and English definitions came back. That was all well and good, but we thought that the point of the program was to translate between languages, not just give us English definitions. We clicked around a bit, starting with the question mark on the interface, which we assumed would lead us to the Help file. But there was no Help file. The Options menu did contain a long list of languages with check boxes next to them, but we weren't sure what that meant in the context of the program. Finally, quite by accident, we stumbled upon the answer; a well-disguised button on the interface that opens a list of languages between which users can translate. We tried several languages and were able to easily translate back and forth. Users should note that the program really is a dictionary and not a translator; you won't be able to translate blocks of texts with it. But as a dictionary it works fine, once you figure it out.
Dictionary .NET is free. It comes as a ZIP file and doesn't require installation. We recommend this program to all users.

Quitomzilla 0.7.1


Everybody knows how hard it is to quit smoking cigarettes, and how important it can be to succeed. Now there's an app for that, or an add-on, to be specific. Quitomzilla from Quitometro is a free Firefox add-on that can help smokers kick the habit by counting down the time until or since Q-Day; by telling them how much money they're saving or could be saving by not buying cigarettes; and by nagging or bragging on themselves with paste-in messages.
Quitomzilla installs and configures like any Firefox add-on. We installed it, restarted Firefox, and clicked Add-ons on the Tools menu. We selected Quitomzilla and clicked Options, which called up a properties dialog containing the program's settings. The Quit date features drop-down selectors for the year, month, day, hour, minute, and second (to get in those last few puffs). Interestingly, the year goes back to 1990 but only goes ahead one year from the current date: encouragement not to wait, maybe? In the next section, we entered cigarettes per day and cost per pack in currency (dollars is the default). The Paste Text feature adds an entry to the Firefox context menu that lets you paste your Quitomzilla message into Web text fields. We could customize the statistics presented in the message by double-clicking entries in a list of macros for time, cigs, money, and so on. We clicked a check box enabling Milestone alerts, clicked OK, and then hovered our mouse cursor over the Quitomzilla icon on the Firefox toolbar, which in our browser is the lower right-hand corner. A small pop-up showed totals for Cigarettes, Money, and Time since we set the program: about 22 minutes and counting; 0.16 cigarette not smoked; a few pennies saved; no Milestones yet. Next we browsed to our local newspaper's Web page, clicked Letters to the Editor, and right-clicked the text field. We selected the Paste text entry with the Quitomzilla icon, and it pasted in our text message, complete with up-to-date statistics.
We should confess that we don't smoke--we test software--and we can verify that Quitomzilla holds up its end of the deal. Ultimately, whether it works or not can't be coded; it's up to the individual. Quitomzilla certainly worked as advertised, though, which is more than we can say about cigarettes.
